Program for Seniors at Risk of Eviction: Assigned Counsel Project

New Yorkers aged 60 or older who are at risk of being evicted from their residences may be eligible for free legal services through the Assigned Counsel Project. This is an initiative of the New York City Department for the Aging (DFTA), the Civil Court of the City of New York Access to Justice Program, and the New York City Human Resources Administration office of Civil Justice (OCJ).

SCRIE Senior Citizen Rent Increase Exemption

The Senior Citizen Rent Increase Exemption (SCRIE, also known as the NYC Rent Freeze Program) freezes the rent for head-of-household seniors 62 and older who live in rent-regulated apartments. In order to satisfy the income eligibility requirement, the senior's household income must be $50,000 or less.

Landlords are given a property tax abatement credit applied to their property tax bill in the same amount as the increase that the tenant is exempted from paying.

Senior Citizen Homeowner Exemption Program (SCHE)

Senior citizens who own homes, condominiums or private non-governmentally supervised co-ops may be eligible for the Senior Citizen Homeowner Exemption Program (SCHE). For questions regarding this program, visit New York City's Department of Finance (DOF) or call 311.

Senior Citizens Home Sharing Program

New York Foundation for Senior Citizens Home Sharing Program. NYFSC’s free Home Sharing Program helps link adult “hosts” with extra private spaces in their homes or apartments with appropriate adult “guests” to share their space. One of the matchmates must be age 60 or older. The program also serves adult “hosts” age 55 or older, who are interested in sharing with developmentally disabled adult “guests” capable of independent living. This eviction prevention tool was designed by the Mayor's Office to Protect Tenants (MOPT) and the Mayor's Public Engagement Unit's (PEU) Tenant Support Unit (TSU) to help renters navigate public and private resources that can stabilize their housing situation. A tenant seeking help will be taken through a series of questions and directed to the most useful resources based on their responses. MOPT and PEU have included resources from multiple city agencies, Legal Service Providers, and Community Based Organizations.

What to Do if You Lose Heat or Hot Water at Home

Building owners are legally required to provide heat and hot water to their tenants. Hot water must be provided 365 days per year. Heat must be provided between October 1st and May 31st between the hours of 6 AM and 10 PM, if the outside temperature falls below 55 degrees, between the hours of 10 PM and 6 AM, if the outside temperature falls below 40 degrees. Any New York City tenant without adequate heat or hot water should first speak with the building owner, manager, or superintendent. If the problem is not corrected, tenants should call 311 or file a complaint at 311 ONLINE.

The Department of Housing Preservation and Development (HPD) will take measures to ensure that the building owner is complying with the law.
