NYC Parks Department Capital Projects in Manhattan Community District 6

At the March 1, 2022 meeting of the Community Board 6 Environment and Parks Committee, the NYC Department of Parks and Recreation presented updates regarding the status of various capital projects in CB6:

  • The Asser Levy Playground project will be completed by the spring and the area should be available to the community in the next few months.
  • Bellevue South Park Reconstruction. Construction will begin on May 2nd. The Parks Department said their original intent was to keep the central walkway open but upon looking further into this, it was determined that it will not be feasible because construction will take place on both sides of the walkway.   • Peter Detmold Park Water Service Reconstruction. The design work has been completed and this project has entered the procurement phase. They are expected to award the contract and to register the contract by early September. If the Parks Department gets a good bid, they will be able to start construction by the end of this year.   • Dag Hammarskjöld Plaza Reconstruction. The Parks Department put the project out for bid 2 or 3 times, but the bids keep coming in above the budget. They are in the process of trying to cut things out of the scope of work to bring down the cost of the project.
  • Tudor Grove and Mary O'Connor Playground Reconstruction. The NYC Parks Department has accepted bids and are evaluating the low bidder. There are questions about the qualifications of the bidder so there is a chance they may have to re-bid the project to get a bid. You can learn more about this project at 
  • St. Vartan Park Playground Reconstruction. They are nearing the completion of the design work which should be done by the end of this month at which point the procurement phase will begin. There is a chance that the construction will start at the end of the year but it will likely happen early next year. Learn more at 
  • Asser Levy Recreation Center HVAC System Reconstruction (Hurricane Sandy). They will be completing the design work by June at which point they will enter the procurement phase. The construction is likely to begin in Spring 2023. Additional information about whether this is to repair the HVAC for the entire building or not is coming. You can learn more about this project at 
  • The Albano Playground Reconstruction project was held up for a number of years because the property is actually owned by the MTA. After Council Member Carlina Rivera's office intervened, they agreed to go through with the project. All construction documents have been updated and should be done in April. It will then enter the procurement phase at which point construction will start early next year. You can find more information about this project at 
  • Constance Baker Motley Recreation Center. There are three separate projects in the works. The first is the Sidewalk Vault Reconstruction project (this is in the design phase). The second is the Citywide HVAC Controls Building Automation Systems Installation project (this is in the procurement phase). Lastly, the third is to for the Fitness Room Reconstruction project which includes the pool's ceilings and the men's locker rooms (the design process will start this spring).   • East River Esplanade Reconstruction (East 36th Street to East 38th Street), they are currently in the design phase which is due to be completed in October. You can learn more about this project at 
  • Although this is not a capital project, the NYC Parks Department is looking to add a dog run at New Wave Pier. They are hoping to get this done in the next 2 to 3 months and CB6 will keep us updated.
