Brewer/Chin bill Reforming Deed-Restriction Process Passes

Manhattan Borough President Gale Brewer's bill, cosponsored by Margaret Chin, to reform the process by which deed restrictions are changed, passed the City Council on December 6.

The legislation calls for more public notice and input about deed restrictions— such as the one at Rivington House on the Lower East Side which turned an AIDS hospice into a site for luxury condos—and for a public database of all such deed limitations to be created by the Department for Citywide Administrative Services. The goal is to prevent another Rivington House debacle by bringing sunlight and accountability to this process.
